1) Contracts to conduct EAs should be awarded by an arm's length body to remove the conflict of interest inherent in industry hiring consultants.
2) All data gathered for EAs should be made available to the government and ideally the public
3) There must be a clear mechanism, even if the bar is high, for First Nations to veto projects in their territories
